Lucas specializes in the public law aspects of construction projects and real estate development, with a particular focus on planning and building regulations. He advises and represents both private and public clients in all administrative law matters related to the realization of construction projects and the handling of public approval procedures. Another key area of his practice is public procurement law. In this field, he advises both contracting authorities and bidders on all relevant issues and supports the preparation and implementation of procurement procedures. Lucas represents clients in both out-of-court disputes and court proceedings.
