Thorsten advises on all energy law issues with a focus on renewable energies and grid regulation. He draws specific attention on the legal implementation of innovative energy concepts such as green hydrogen and energy storage solutions.

Previously, Thorsten was a policy advisor to the federal government entrusted with amending and implementing German national climate action law and greenhouse gas emissions trading systems. He incorporates his hands-on experience in drafting and negotiating legislative amendments, as well as in cooperating with various federal and state authorities as well as EU institutions into his everyday work.

He advises in German and English.

Curriculum vitae

  • Studied law in Düsseldorf as a scholarship holder of the German Academic Scholarship Foundation, 2011 to 2016
  • Research assistant at the Chair of Prof. Dr. Charlotte Kreuter-Kirchhof for German and Foreign Public Law, European Law and Public International Law, 2016 to 2020
  • PhD on the efficacy of international climate change treaties
  • Legal clerkship at the Higher Regional Court Düsseldorf, 2009 to 2011, including seats at the Federal Ministry for Environment, Nature Conservation, Nuclear Safety and Consumer Protection, Hengeler Mueller in Düsseldorf as well as the European Commission (DG Competition) in Brussels
  • Policy advisor at the Federal Ministry for Economic Affairs and Climate Action (Federal Climate Action Law and Emission Trading Systems), 2022 to 2025
  • Lawyer at Kapellmann since 2025
