Tobias is a specialist lawyer in public procurement law and provides comprehensive and strategic advice to public contracting authorities, grant recipients, and bidding companies on all aspects of national and European public procurement law. In doing so, he assists contracting authorities and bidding companies not only in the conduct of procurement procedures, but also in post-award review proceedings and subsequent damages litigation. He also advises on upstream issues such as assessing tendering obligations and drafting and optimizing internal procurement guidelines.
A particular focus of his practice lies in the design and management of complex procurement projects in the areas of planning (particularly architectural and engineering services), construction, as well as IT and digitalization. He has extensive experience in structuring sophisticated procurement processes and developing tailored procurement strategies—from needs analysis through to award.
As head of the “Defense and Security” sector group, Tobias Freiberg also advises on public procurement law issues in the security sector. This includes procurement projects in the context of defense- and security-specific requirements, as well as supporting procedures with particular attention to regulatory and political frameworks.
In addition to traditional consulting, Tobias Freiberg also handles the entire procurement management process as an external procurement agency upon request. In this role, he manages procurement procedures holistically, relieves the burden on internal resources, and simultaneously ensures the legally compliant and efficient implementation of complex procurement projects.
